Some saves are from other mission mods, with replaced main.scm. It happens to me to. I have tried like 20 different save files but they just wont work! If you have v1 and you have patched your game to v1.01, you'll need to download a v1 savefile. However, if you're using modded script files, then no savefile will work.
Go to your steam Library and right click GTA San Andreas and delete Local content. Then re- install and don't save the first time you play. Play for about 20 minutes and then exit the game completely. Go back in and play normally with your saves. It should work after that. See STATS! The installation is quite simple; 1) Copy 'GTASAsf1.b' to your 'GTA San Andreas User Files' folder, found in 'My Documents'. 2) Run GTA:SA, load the first saved game. Optional: If you want to change the saved game to another slot, such as Slot 8 then read this: 1) Rename 'GTASAsf1.b' to 'GTASAsf8.b' (8 = Slot 8 etc) 2) Copy your Step-by-step passage to full 100%. Save the game for each story mission. Each folder contains six saves.
