Welcome to the Communities, I assume this screen appears right after you start the installation. At this point it seems that a js-file is executed. Make sure there is no AV or other security software which prevents the js-code from executing. Also copy the installation package to an empty directory and execute it from there.
However this now prevents me from logging into windows from the safe mode as well Argh! I now can only access the PC from the Recovery Console included on the XP installation Disc. Can anyone suggest how I can get past the welcome screen.

The PC is a decade old but it came with Windows 7. When I wiped it, it went all the way back to windows XP. I was a child at the time of Windows XP and I just have no idea how to get it connected to the internet and put windows 10 back on it. I've got an ethernet plugged into the router but no clue on how to get any of it going.

I am having the EXACT same issue. Works perfectly fine on Virtual Machines, but if we attempt this on a Physical Machine (All HPs AIOs) doesnt work. Just gets stuck on Windows Logo. Cannot F8 or anything. We test on various different physical machines. We ensured that the Drivers are loaded onto the Boot.wim as well as WinPE. Any ideas?
